For 2003 and 2004 I have paid exactly the same amounts. But in both years the base imponible (from Suma) is different. How can the tax be the same?

Please be informed that the Wealth tax for non residents is based on the catastral value of the property and this value is stated on the invoices you receive from Suma each year.
Should the bills from Suma corresponding to the years 2003 and 2004 not being issued when the Wealth tax was paid then the declared value of purchase could have been taken for calculating the tax. Another possibility is that the castastral value was the same for 2003 and 2004.
