Residents versas non residents

We live as non residents on a new urbanisation outside of Guardamar called EL RASO which has many communities. Our own community has had a President & some vice presidents for the 2 years it has been run. Suddenly the President & a vice president have decided to leave the jobs as they have had enough of bad feeling & threats made towards them. Our President knows he just cannot walk off the job but will not participate now. There are only 12 houses with residents living there out of 54 homes, the rest being non residents (who pay their 1/54th TOO !!!) & the residents want to stop us non residents from taking decisions as they claim we are not interested in the community which certainly in our case is not correct.

What we non residents NEED to know is ..there is NO WAY residents can control communities like this, IS THERE ?
