NIE/Residencia

I have been told that there is a new office in Torrevieja dealing with these matters. Is this true, and if so what are the contact details?

If someone owned a house in this area and obtained an NIE locally, could they deal with renewal and issue of a residencia here, even if they have sold the house here and bought in Gandia?

There is a police station in Torrevieja where the application of NIE numbers can be presented for those who have a property in the Torrevieja area. However they do not deal with renewals of residency or new applications, as they must be presented in the police station of Alicante.

Would my friends be able to deal with the NIE/residencia matters in Alicante if their address is in the Gandia area? I think they are having problems up there.
