Wealth Tax and PADRE system

Now that the wealth tax is abolished; can a non resident access the PADRE tax system to file their own tax return if they are only now liable for imputed income tax?; also is it better for a married couple to file a joint return as opposed to separate returns?

In case that the Wealth tax is finally abolished, the Income tax will have to be paid in the same way it has been paid up to now, being the Padre tax system for the use of the residents.
