No habitation cirtificates
Hi
If a urbanisation is has not yet been legaly handed over by the builder to the people and all given habitaion cirtificates is it correct and legal that a commitee can be formed and recognised. If it is correct do they have the power to demand urbanisation fee's from the owner of a property who does not wish to become a part of this commitee as he does not have his habitaion cirtificate. Can anyone qoute the correct legal position and point me to the legal paper that gives the correct advice.

No habitation cirtificates
The Habitation Certificate is unimportant for the purposes of Ownership Right. That is to say that the Community can be set up by the majority and nobody can refuse being part of the same for not having the Certificate of Habitation.
