We live on an urbanisation which have no certificates of habitation. The Community is up and running, but without the certificates we cannot pay Suma. For the last three years we have been to the Town Hall and have been told each time 'next year' - it's just happened again!
Question... we have been told that we are not liable for Suma without the Certificate of habitation and will only have to pay from the time the Certificates are issued. Is this correct?
Question... The urbanisation has been built over the last 7 years - the last phase was completed 4 years ago. If we do have to pay Suma at a later stage are we liable to pay from the time we purchased? If so what happens to those who have sold and moved on?
