    If a builder doesn't finish an urbanisation and leaves the occupants with no Certificate of Habitation hence no meters - assuming the builder is still solvent, is he still legally responsible for paying water and electric until he comes back and completes the work such that the Certificate is issued? If he refuses to do this does the Townhall have legal powers to make him?

    First of all, the developer can not provide the owners with the builder�s water and electricity supply for domestic use as it is legally forbidden. In case he is doing it and the water and electricity meters are registered in his name, he would have to pay the bills. However, it is open to question if the owners, once they have paid the connection fee to the companies and got the proper supply, and who are aware of the situation could ask for compensation.

    On the other hand, the developer has the duty of obtaining the Habitation Certificate for all the properties.
